Thenking you for the help which the English
Navy might give to these operations, I must say that I believe that the Naval force at my disposal is sufficient for this purpose, and that for reasons which Your Excellency will certainly under- -stand, I think it is better that on the waters and islands in dispute between Portugal and China, only these two interested countries may carry out by mutual agreement, the military or police operations deemed necessary.
It does not mean that the help of the British Forces must not be used for he worthy purpose that we wish to obtain. As I have already had the honour of saying, there is a greater probability of finding pirates on the Chinese Islands to the South West of the West River Louth, then in the Islands of dispute. Therefore I would like to suggest to Your Excellency that the best way in which the three countries could co-operate in this matter would be to undertake simultaneous operations against the pirates in all these places. On the waters and islands in dispute between Portugal en China the operations against tue pirates would be rade by the Portuguese and Chinese troops, that is to say by the forces belonging to the two countries on whose waters and islands have a right to interfere. On the waters and the Chinese islands to the South Test of the mouth of the Si-Kiang the pursuit would be made by the forces of the Chinese Govern.ent and by the Bri cish forces, if the help of these was accepted by the Canton, Government.
In this way we trust that Your Excellency will without inconvenience certainly recognise the point of employing on the waters and the islands i. dispute between Portugal and China only forces Lelonging these countries and those who have been asked by mutual agreement between them.
